Motorcycle debate revs up again: GJ cops buy BMWs, irking Harley dealer - Grand Junction, CO
A debate that first arose four years ago over whether Grand Junction should buy BMW or Harley-Davidson motorcycles fired up again this week, when the City Council went against the city’s policy of choosing the lowest bidder and decided to add German bikes to the Police Department’s fleet.

Council members voted 5-1 to purchase two BMW motorcycles for $43,125, rather than two Harley-Davidsons for $42,139, saying the extra $1,000 cost to taxpayers was worth it because officers indicated they feel comfortable and safe on the BMWs. Councilman Bruce Hill cast the lone dissenting vote, contending the council had a responsibility to citizens “to spend their money wisely.”

The decision angered Grand Junction Harley-Davidson owner Scott Lindsay, who argued the city’s initial purchasing process was riddled with mistakes that put him at a disadvantage. He also claimed the vast majority of law-enforcement agencies in the country ride Harleys, and he would have saved the city thousands of dollars because Harleys retain their value better than BMWs.

City officials admitted their attempt to solicit business turned out to be a “mess” that initially targeted only BMWs. But they insisted they ultimately opened up the process to all motorcycle manufacturers and recommended bikes that made the most sense for the Police Department.

City Administrative Services and Finance Director Ron Lappi said the city got off on the wrong foot in July when former City Manager Kelly Arnold, former Purchasing Manager Ron Watkins and Police Chief Bill Gardner decided to issue a request for proposals for police motorcycles. Lappi said that turned out to be a mistake, not only because the request went out only to BMW dealers, but because requests for proposals are usually used only to retain professional and technical services, not to purchase equipment.

“The city shouldn’t have started out in that track,” Lappi said.

He said the request for proposals was quickly rescinded, with city officials broadening the motorcycle specifications to allow more bids. The city received two bids from All Sports Honda/BMW for BMW and Honda motorcycles and one bid from Grand Junction Harley-Davidson for a Harley. City officials immediately eliminated the Honda motorcycle from contention because it was the most expensive, even before accessories were taken into consideration.

The bids originally submitted by All Sports Honda and the Harley dealer showed the Harley motorcycles would cost $57 more apiece. But Lappi said after city officials completed a staff report in advance of Wednesday’s council meeting, Lindsay indicated he had submitted an incorrect price on one of the accessories. The corrected price made the Harley bikes cheaper by roughly $500 apiece.

In addition, Lindsay presented figures last month to city officials that show the depreciation on the retail value today of a six-year-old BMW is about $4,900 more than on a Harley.

But Gardner and Sgt. Doug Norcross, who is in charge of the department’s traffic division, encouraged council members to spend the extra money because officers prefer the BMWs for safety and comfort. Gardner added that bringing in a new type of motorcycle would require training expenses....     Read the full story.

Police officer injured in early morning collision - Oroville, CA
On his way to assist fellow officers, Oroville Police Officer Brad Allen was the victim of a traffic collision Friday morning. Allen was riding on the department's Harley Davidson motorcycle and suffered major injuries after colliding head-on with a vehicle on Lincoln Street.

Motorcycle officer dies in off-duty crash - Quincy, MA
A Quincy police officer died yesterday from injuries he suffered in a motorcycle accident while off duty Saturday, the Quincy Police Department said.

James Cochrane , an eight-year veteran of Quincy's motorcycle unit, was taken to Boston Medical Center after his motorcycle was struck by a car on the Southern Artery (Route 3A) in Quincy.

``Anybody who knew Jamie had a friend," Dalton said. She and her husband, Jim, spent much of Saturday night at the hospital with Cochrane's family.

Tempe officer killed in Loop 101 crash - Tempe, AZ
The state Department of Public Safety is investigating a Loop 101 crash this morning that killed a Tempe police officer who hit debris from the light-rail construction project.

Officer Kevin L. Weeks died after hitting railroad ties and flipping his Tempe police motorcycle on Loop 101 north of Broadway Road.

Just after 4 a.m., Weeks was on his way home from work when he hit railroad ties that were to be used for light-rail construction, according to Tempe police and the state Department of Public Safety.

Weeks was traveling southbound on Loop 101 just north of Broadway Road when he crashed, police said. He was taken to Scottsdale Healthcare Osborn where he died shortly thereafter, police said.

Construction for the Apache Boulevard light-rail bridge across Loop 101, between University Drive and Broadway Road began in January.

On Sept. 8, demolition on the center of the Apache Boulevard overpass began to make room for the light rail, contracted by Sundt/Stacey Witbeck Joint Venture.

It is unclear of the exact location of the railroad ties Weeks hit.

DPS will investigate how the accident occurred, said Sgt. Harold Sanders, a DPS spokesman.

"Who put these (railroad ties) there when were they there, that's what we will be looking at," he said. The investigation could last up to eight weeks.

"Our materials are there because that's a big part of the light-rail construction project," said Marty McNeil, spokeswoman for the light-rail project.

Weeks' accident was the second major light-rail construction injury since construction began and the second this year....     Read the full story.

Police officer from Chandler dies - Chandler, AZ
Officer Kevin Weeks was a "cop's cop."

The 28-year-old Chandler man and Tempe officer had a passion for police work and had made at least 300 DUI arrests in 2005. Weeks was killed Thursday morning when his police motorcycle hit light-rail construction debris on Loop 101 and flipped.

Weeks was a 1996 graduate of Chandler High School and continued to live in the city.

Tempe Police Chief Ralph Tranter said the department is giving all the aid it can to assist Weeks' family, his parents, Alan and Paula Weeks, and his sister, Caryn Davis, also of Chandler.

Chandler Councilman Bob Caccamo, who was principal at Chandler High when Weeks was a student, called him "one of those really good students, a nice person who came into the principal's office because he did good things, not because he was trouble. He was the kind of citizen you wish all students could be."

Current Chandler High Principal Terry Williams was a history teacher when Weeks was a student. He said he remembers the future police officer as "a good kid, a happy kid" whose 1995 yearbook photo "has a big smile and looks like he was trying to grow a moustache."

Chandler police DARE Officer Velma Anderjeski taught Weeks' in the DARE program at Chandler High, then later was one of his academy instructors.

"My prayers are with his family. I was deeply saddened to hear that Kevin died in the accident," she wrote in an azcentral.com condolence posting. "He was a great guy."

Tempe police officers were dealing with the line-of-duty loss Thursday, the first in nearly 20 years in the department....     Read the full story.
