Jersey City Police Department Motorcycle Unit.
By P.O. Michael Manzo
The Town
Jersey City, NJ is the biggest small-town on the face of the earth. The
former blue-collar railroad city, which is being reborn as the state’s
business and commerce leader, is located on a peninsula directly across the
Hudson River from Downtown Manhattan. The county seat of Hudson County is
gradually becoming New Jersey’s largest city, currently with over 240,000
residents. This number swells during the daytime due to the significant
growth that is taking place throughout the city, most visibly on the Hudson
River Waterfront. The riverfront, which once consisted of bustling
railyards as far as the eye could see, then abandoned railyards as far as
the eye could see, has made an astounding comeback as people rediscover
Jersey City as a place to live and work.
The Department
The Jersey City Police Department dates its origins back to May 4, 1829 when
7 “Watchmen” were authorized by municipal legislation to enforce law and
maintain order. This is the earliest confirmed origin of the Jersey City
Police Department, a body that currently employs over 900 sworn officers.
The city has 4 patrol districts and includes a Juvenile Bureau, Emergency
Services Unit, K-9 Unit, and a Traffic Safety Unit, more commonly known as
the Motorcycle Squad.
The Squad
The
earliest known existence of the Jersey City Motorcycle Squad was traced
back to 1905 when several men rode Indian Motorcycles. The Squad has
been in continuous service for 100 years, peaking in the 1960s and
70s when there were over 100 officers assigned to the unit. Then,
motor officers were essentially the “jacks of all trades.” In addition
to conducting traffic enforcement, motor officers were primarily responsible
for a slew of other tasks, including crossing guard functions, parking
meters, street cleaners, and municipal ordinance violations. Today,
the Squad is a highly specialized enforcement / investigation unit
consisting of 22 motor officers, 2 Sergeants, and is headed by a Captain.
The Squad rides Harley Davidsons (exclusively since 1928) because
Harleys are the only bikes that can take the daily beating that the
city’s tough streets dish out. Although the bikes have had several
different shades of our green color, “Jersey City Green” has been
a signature of the Squad for generations.
Training
All motor officers that have been assigned to the Motorcycle Squad go
through several important training courses. Motor officers must earn their
opportunity to ride a motorcycle, as they are trained, and certified,
according to the Harley Davidson Operator’s course. In addition, officers
assigned to the Jersey City Motorcycle Squad have the double task of
conducting motor vehicle crash investigations. Officers must attend a
minimum of a two-week Crash Investigation class in order to be properly
trained in this extremely important police function. Aside from motor
vehicle enforcement and crash investigation, the Squad is a significant part
of the 120-man Jersey City Rapid Deployment Team. An elite group highly
trained in, among other things, riot-control, disaster response, and heavy
weaponry.
Community Policing
Every
resident of Jersey City knows when a parade is taking place. It’s
not because of the colorful floats, or the loud music, but rather
because they hear and feel the Motorcycle Squad leading the way. The
bikes are a fixture at most parades and street festivals that take
place in the city. Another important function of the Squad is conducting
escorts, especially for funerals and visiting dignitaries. Lastly,
the Jersey City Motorcycle Squad is instrumental is assisting with
charitable causes. For the past several years, the Squad has led the
entire state in raising money to support the New Jersey Special Olympics,
a feat of which we are all extremely proud.
